To set the EveryoneIncludesAnonymous registry value by using local security settings:
1. Click Start, point to Programs, point to Administrative Tools, and then click either Local Security Policy or Domain Security Policy (on domain controllers only).
2. Click Security Settings, double-click Local Policies, and then click Security Options.
3. Right-click Let Everyone permissions apply to anonymous users, and then click Properties.
4. To enable anonymous users to be members of the Everyone security group, click Enabled.
